RECOMMENDATION: The Commission regrets that solid wood fence, gate, and trash sheds along sidewalk, solid wood fence on north property line, central stone walkway with impervious substrate, and a full–height gate in brick wing wall were erected without review or permit. Recommend AGAINST issuance of permit for alterations which, as built, are not compatible with the character of the historic district in general or the specific historic property in particular, were not approved and should be removed no later than 31 August 2014. Note that the work completed on historic residence, including replacement of the front door with a double–hung window and single large areaway in front yard, does not conform to the approved design per OG 14–205, HPA 14–410. Approved design maintained the original masonry opening at the door to accommodate a triple–hung window and called for two separate small window wells. Corrective work to implement approved design should be completed no later than 30 November 2014.

RECOMMENDATION: The Commission regrets that the windows were replaced in various units of this apartment building prior to review or permit and with unacceptable windows that do not match the detailing and profile of the original wood windows and are not compatible with the character of the historic building. Submitted materials are not sufficient for review. The Commission is on record finding that replacement windows with vinyl jamb liners and simulated divided lite muntins on the street facing facades of historic buildings are not appropriate to the character of the national landmark Old Georgetown historic district.

RECOMMENDATION: Recommend against issuance of permit for proposed internally illuminated projecting sign box. An internally–illuminated sign, in which the face of the sign glows, is not compatible with the character of the historic district in general, or with this Federal house, which is a designated DC Landmark historic building. A projecting sign box is not typical of the historic district and not appropriate to this contributing historic building in particular.

Once adopted by the Old Georgetown Board, the recommendations will be submitted as part of the Old Georgetown Act Appendix to the next meeting of the Commission of Fine Arts. The concept or permit paperwork will be returned to the District government within five business days of the Commission's meeting. Items may be removed from the Consent Calendar at the discretion of the OGB chairman; requests to review a particular case at the public meeting must be received by close of business on the Monday preceding the public meeting (or the next business day if Monday is a Federal holiday).
