Description: Retaining wall in public space – existing – Permit

RECOMMENDATION: The Commission regrets that a brick retaining wall was erected in public space prior to review or permit. Recommend AGAINST the issuance of the permit for brick stepped retaining wall in public space. The brick wall abutting the rear of the historic concrete quarter–round curb is not compatible with the historic character of this residence, one in a row of five, and the historic district in general. The brick wall must be removed, without damage to the concrete curb, no later than 30 April 2013, and the front yard re–graded with slope to meet the curb and managed with extensive plantings for soil stabilization, which is a typical condition throughout Old Georgetown. In addition, the Commission notes that a light fixture and window shutters have been installed on the front facade of the house prior to review by the Commission and an application should be filed for these alterations to the property.

RECOMMENDATION: The Commission regrets that the sign, awning and projecting banners were installed prior to review or permit. Recommend AGAINST issuance of permit for existing sign scheme which is not appropriate to the character of the building or the historic district. The oversized sign on the M Street facade and the two projecting banners were not approved and must be removed no later than 30 April 2013. Existing exposed electrical conduits and light fixtures must be removed at the same time. File new submission of revised sign scheme, including the awning with lettering on 28th Street, and a sign no taller than 12 inches high reading "DAS" mounted to wall facing M Street and lowered below sills of second floor windows, with permit application no later than the deadline of 14 February 2013 for review by the Commission.

The design of the door is compatible with the previously approved revisions to the facade of this non–contributing building, it's detailing is in scale with the windows on the facade filling the masonry opening, and its installation is skillfully done. RECOMMENDATION: No objection to issuance of permit for proposed revisions to approved design for replacement windows to match dimensions and profile of original wood windows, replacement garage door with custom four panel wood entry doors, and new side door at private alley as shown in supplemental drawings dated 13 December 2012. New window openings were deleted from the scope of the project (see previous case O.G. 11–016). Replacement window will be all–wood double–hung window with 1 3/4 inch true–divided–lite muntin, half–screen, and retaining existing brick mould as much as possible or matching original brick mould where needed. RECOMMENDATION: No objection to issuance of permit for proposed two–story rear addition and alterations, including restoration of historic building, rear garden wall, permeable terrace of bluestone pavers on a gravel base, and landscape plan, as shown in supplemental drawings dated 14 December 2012 and 16 January 2013, which indicate all vents relocated to roof, and down lights only. Erect a material sample panel on site for review and approval by the Old Georgetown Board prior to ordering materials. Approval of the design is conditional on the approval of the material samples. Recommend that entrance gate be relocated perpendicular to the house. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re–submitted to the Commission for approval prior to issuance of permit.
