RECOMMENDATION: No objection to issuance of permit for proposed two–story rear addition and alterations, including restoration of historic building, rear garden wall, permeable terrace of bluestone pavers on a gravel base, and landscape plan, as shown in supplemental drawings dated 14 December 2012 and 16 January 2013, which indicate all vents relocated to roof, and down lights only, and for metal and wood trellis as shown in supplemental drawings dated 24 October 2013 which indicate a symmetrical layout of trellis centered in front of paired windows and aligning with vertical joints on metal panels on side wall and with 2 x 8 wood members painted or stained with an opaque stain. Trellis is a modification to the design made during DCRA Technical Review. Erect a material sample panel on site for review and approval by the Old Georgetown Board prior to ordering materials. Approval of the design is conditional on the approval of the material samples. Recommend that entrance gate be relocated perpendicular to the house. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re–submitted to the Commission for approval prior to issuance of permit.

RECOMMENDATION: The Commission regrets that the awning, signs, light fixtures, rear portal and gate, fence and alterations to the rear were installed prior to review or permit. No objection to issuance of permit for proposed alterations to storefront; two light fixtures by entrance door; sign scheme composed of 11 inch high halo–lit pushed–through logo, back–lit aluminum channel letters no taller than 11 inches reading "Pier 2934" pin–mounted to storefront cornice, and 3 ¼ inch letters applied to the glass on two storefront windows; and for four woven fabric awnings within the openings as shown in supplemental drawings dated 24 September 2013 which indicate opaque faces for letters and logo. No objection to issuance of permit for proposed alterations to rear, including low metal fence and gate, and replacement light fixtures on lampposts as shown in supplemental drawings dated 24 September 2013 which conform to previously approved corrective work (see O.G. 12–098). Existing single awning covering architectural features on facade, sign scheme, light fixtures with exposed conduits, neon signs, and new alterations at the rear were not approved and must be removed no later than 31 January 2014. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re–submitted to the Commission for approval prior to issuance of permit.

Recommend against the issuance of permit for a stockade fence in this location along Prospect Street and for the replacement of the planter curb with a retaining wall composed of timbers, which is not typical or compatible to the character of the historic district. Recommend study of a landscape solution including a vertical wood board fence with a flat top, painted or stained, and a brick curb to match the height of the original curb with plantings and ground cover to hold the soil in place. File new submission of landscape plan and details with permit application for review by the Commission.

RECOMMENDATION: No objection to issuance of permit for proposed back–lit sign composed of 12 inch high pin–mounted aluminum letters reading "Sleepy's" centered above show window on the Wisconsin Avenue facade and for the temporary installation of a "Grand Opening" banner as shown in supplemental drawings dated 24 September 2013 which indicate all penetrations made through the mortar joints only. The existing awning (which obscures architectural ornament on the masonry opening for entrance doors, its shape is not compatible with this building, and was installed prior to review or permit) and the sign at rear facing 33rd Street will be removed as part of the scope of work. A replacement awning, rear sign and temporary bunting were deleted from his permit application.
