The original plans for the building indicated that there was to be a clock in the tower but it was never installed, leaving the five–foot–diameter openings enclosed with glass.

RECOMMENDATION: No objection to the concept design for the proposed building modifications that include a new main entrance on the south facade, a relocated east entrance, and a new drop–off area south of the building, on the east side of Dahlgren Park, as shown in materials received and dated 3 April 2014, provided the decorative metal accents on the free–standing entrance portals either be eliminated, or be simplified to more closely recall metal trusses found in many of the Navy Yard's historic buildings.
