OG 13-160 (HPA 13-283) Consent CalendarOld Georgetown Board Meeting The following list of projects will not require a presentation before the Old Georgetown Board and are recommended by the Commission of Fine Arts staff to the Board for approval without public review. Once adopted by the Old Georgetown Board, the recommendations will be submitted as part of the Old Georgetown Act Appendix to the next meeting of the Commission of Fine Arts. The concept or permit paperwork will be returned to the District government within five business days of the Commission's meeting. Items may be removed from the Consent Calendar at the discretion of the OGB chairman; requests to review a particular case at the public meeting must be received by close of business on the Monday preceding the public meeting (or the next business day if Monday is a Federal holiday). 1. OG 13-060 (HPA 13-092) DRAFT RECOMMENDATION: No objection to issuance of permit for proposed installation of solar panels on roof of rear dormer addition provided the panels will not be visible from public thoroughfare as shown in supplemental drawings dated 18 April 2013. Note: Any subsequent modifications to the exterior design made during DCRA technical review that would make any aspect of the work visible must be re-submitted to the Commission for approval prior to issuance of permit. 2. OG 13-151 (HPA 13-250) DRAFT RECOMMENDATION: No objection to issuance of permit for the repair of the masonry wall on bay with salvaged brick or new brick to match dimensions and texture of existing brick. Replacement windows are not included on the scope of the approved work as submitted materials have been insufficient for review. File new submission at DCRA of detailed and dimensioned drawings for both the existing and the proposed windows, with permit application for review by the Commission. No objection to issuance of permit for replication of the damaged metal fence to match remaining fence. 3. OG 13-153 (HPA 13-252) DRAFT RECOMMENDATION: No objection to issuance of permit for proposed sign composed of non-illuminated letters no taller than 12 inches high reading "DAS Ethiopian" with larger "A" tent logo mounted to the M Street façade below the sill of the second floor windows and for existing awning with lettering above the door on 28th Street. Existing banners, which were not approved, must be removed prior to the installation of the new sign and no later than 31 September 2013. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit. 4. OG 13-155 (HPA 13-260) DRAFT RECOMMENDATION: No objection to issuance of permit for proposed 6 foot high vertical board fence with flat top as shown in supplemental drawings dated 22 April 2013 provided the supports face towards the yard and not public thoroughfare, and the fence is painted or stained with a solid opaque stain. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit. 5. OG 13-161 (HPA 13-284) DRAFT RECOMMENDATION: No objection to issuance of permit for the proposed replacement of basement windows with awning windows as shown in supplemental drawings dated 22 April 2013 which indicate interior screens. Brick mould must match the rest of the windows on the façade. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit. 6. OG 13-172 (HPA 13-295) DRAFT RECOMMENDATION: No objection to issuance of permit for proposed replacement of fence at rear, and alterations to rear and south facades as shown in supplemental drawings dated 19 April 2013 which indicate French doors and sidelights at rear, and light fixtures at rear yard. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit. 7. OG 13-175 (HPA 13-298) DRAFT RECOMMENDATION: No objection to proposed IPE railing, decking and gates on existing frame deck structure to be reinforced and metal gates below per drawings dated 12 April 2013. Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit. 8. OG 13-176 (HPA 13-299) DRAFT RECOMMENDATION: No objection to removal of non-historic pergola adjacent to house, repair wood railing as required, and removal of non-historic garden pergola in northwest corner of property. 9. OG 13-178 (HPA 13-301) DRAFT RECOMMENDATION: No objection to issuance of permit for proposed two-story rear addition to replace enclosed porch, as shown in supplemental drawings dated 23 April 2013. Existing windows on front façade will be repaired. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit. Other SubmissionsOld Georgetown Board Meeting 1. OG 13-023 (HPA 13-043) RECOMMENDATION: The Commission regrets that the windows in the historic building were replaced prior to review or permit. Recommend AGAINST issuance of permit for existing insulated windows with simulated-divided-light muntins on the front and side facades where they are visible from the street. Existing windows, which are not compatible with the historic character of this residence, one in a row of four with similar window trim, must be removed no later than 30 April 2013 and replaced with custom made single-glazed, double-hung, wood windows to replicate detailing, profile and trim of original windows. Recommend use of either exterior or interior storm windows. Recommend installation of operable louvered wood shutters sized to cover the window when closed. File new submission of detailed drawings and cut-sheets for new windows and shutters, with permit application no later than the deadline of 14 February 2013, for review by the Commission. 2. OG 13-070 (HPA 13-121) RECOMMENDATION: Recommend against issuance of permit for proposed sign scheme for "Shell" and alterations to gas station. Submitted materials are insufficient for review. The case has been inactive for an extended period of time. File a new submission at DCRA of detailed and dimensioned drawings for the proposed alterations and sign, for review by the Commission. 3. OG 13-130 (HPA 13-226) RECOMMENDATION: Returned without Action. Supplemental information dated 15 April 2013 and a site visit on 16 April 2013 indicate that proposed alterations to the doors and windows at the first floor and basement on the rear façade will not be visible from a public thoroughfare. Refer to Historic Preservation Review Board. The second floor windows, which are visible from Q Street, NW, are not included in the scope of this work. 4. OG 13-166 (HPA 13-289) RECOMMENDATION: Returned without Action. Submission materials and a site visit on 16 April 2013 indicate that proposed window alterations at rear and side will not be visible from a public thoroughfare. Refer to Historic Preservation Review Board. 5. OG 13-167 (HPA 13-290) RECOMMENDATION: The Commission regrets that the windows were removed and replacement windows installed prior to review or permit. Submission materials are not sufficient for review or for documentation of replacement windows installed prior to review. Recommend against issuance of permit for existing replacement windows which are not appropriate to this building or compatible with the character of the historic district. File new submission at DCRA for a historically appropriate replacement window, with details and dimensions, for review by the Commission. 6. OG 13-169 (HPA 13-292) RECOMMENDATION: Recommend against the issuance of the permit. Submission materials are not sufficient for review and do not accurately reflect the existing conditions. File new submission at DCRA of construction drawings, including details and dimensions for the existing and proposed conditions, with permit application for review by the Commission.
