Dear Mr. Lucas:

During its meeting of 16 June 2005, the Commission reviewed the proposed design of a new odor control facility with public restrooms for the Potomac Interceptor Line near Fletcher's Boathouse on the C & O Canal. To review the project fully, the Commission requires much more information including a vicinity map, site plan, context photographs, complete building plans and elevations, and sample materials.

The building's design and massing as proposed are inappropriate for its location along the side of the historic C & O Canal, lock, and gate house at Fletcher's Boathouse in the park. An appropriate modification might be to divide the structure into two separate buildings or volumes designed to reflect each use, one as an odor control facility, the other as a public restroom facility. At the very least, the orientation of the roof's ridge line and the location of blind windows on the main volume of the building as shown in the current design should be changed to reflect accurately the implied construction methods.

Please submit a revised design for review at your earliest convenience. As always, the staff is available to assist you.
