Dear Mr. Peterson:

In its meeting of 18 July, the Commission of Fine Arts reviewed the proposed design for a one-dollar commemorative coin honoring the Civil Rights Act of 1964.

For the obverse, the Commission recommended alternative #15 with the request to reduce the size of the text "Liberty" and to adjust the composition to separate the protestor's sign from the coin's edge. The Commission members also supported the suggestion conveyed on behalf of the United Negro College Fund, the designated beneficiary of the coin sales, to increase the diversity of the people depicted. For the reverse, the Commission recommended alternative #8 as the strongest theme, while requesting substantial simplification of the competing graphic elements in the overly complex design.
