Dear Mr. McGill:

In its meeting of 20 September, the Commission of Fine Arts reviewed the revised concept design for the modernization and renovation of Federal Office Building #8 (FOB-8) located at Second and C Streets, SW. The Commission approved the revised concept for the building alterations and additions, noting considerable improvement in the architectural design since the last presentation. The members commented on the importance of high-quality detailing for the project, particularly for the new glass window bays and the new entrance pavilion, as this will be critical to the success of the building's rehabilitation.

The Commission did not take an action on the landscape concept shown in the submission materials, noting that the scheme was very preliminary and needed additional study; the design should be developed to minimize the impact of perimeter security elements on public space. The Commission members also requested that the landscaping and the perimeter security design be coordinated with current planning by the General Services Administration for improving C Street in this vicinity and shown together in the next submission.

The Commission looks forward to the review of a more developed concept for the landscape and security barriers, as well as a more detailed design submission for the building. As always, the staff is available to assist you.
