The Commission regrets that many alterations have been completed at both 1211 and 1209 Potomac Street that did not conform to previous recommendations or were completed prior to review or permit, all of which are not compatible with the character of the historic buildings and unacceptable in the historic district. No objection to issuance of permit for the proposed alteration to the first floor window for a larger multi–light single glazed wood show window with true divided lite muntins as shown in supplemental drawings dated 28 May 2014 PROVIDED all previous violations are corrected as part of the scope of work under this permit, including replacing the picture window at 1211 Potomac with one to match proposed window, replacing second floor windows with single–glazed 6/6 all wood windows with true divided lite wood muntins, replacing nailed–on shutters with operable wood shutters that will cover the window when closed, and that sign on awning at 1211 Potomac is made to conform with approved design as shown in supplemental drawings. All corrective work to be completed no later than 31 December 2014. Note: Any subsequent modifications to the approved design, including those made during DCRA technical review, must be re–submitted to the Commission for approval prior to issuance of permit.

No objection to issuance of permit for repair of historic wood siding. Any necessary replacement siding to be mahogany with profile and 11 inch exposure to match existing siding. No objection to the issuance of the permit for proposed installation of new wood four–panel door, window and door trim, and operable shutters. No objection to concept design for proposed two–story rooftop addition and one–story rear addition with expansion of basement as shown in supplemental drawings dated 21 May and 27 May 2014, provided window sills are lowered, bays on addition are centered on dividing wall of storefront, and projecting caps above windows are further developed. File new submission at DCRA of working drawings, including details, dimensions, cut–sheets and landscape plan for green roof at rear, with permit application for review by the Commission.

No objection to concept design for proposed alterations to Cady's Alley including planting strips at the base of building walls, in ground LED light fixtures, new lighting plan for the stairs in the courtyard, light fixtures for banners, and two speeding tables on alley using same materials, as shown in supplemental drawings and information dated 23 May 2014. File new submission at DCRA of working drawings, including details, dimensions and cut–sheets, with permit application for review by the Commission.

No objection to issuance of permit for proposed alterations, including replacement front door with a four panel wood door, new operable wood shutters sized to cover the window when closed, replacement 6/6 rear windows sized to fit masonry opening, replacement rear door and new French doors with sidelights at basement, as shown in supplemental drawings dated 11 June 2014 which indicate retention and repair of historic 2/2 wood windows on front facade and insulated all–wood windows and French doors with simulated divided lite muntins at rear. Replacement of the front windows was not approved and was deleted from this permit application. No objection to issuance of permit to erect one–story rear addition with roof deck per drawings dated 21 May 2014, provided exterior west wall is no taller than 12 feet and 6 inches. No objection to concept design to erect three salvaged stone crosses to west of Dahlgren Chapel per supplemental drawings dated 21 May 2014 provided new retaining wall at vault is parallel to Dahlgren. No objection to issuance of permit for proposed alterations including outdoor seating area defined by removable steel fencing, relocation of single entry door to first bay, replacement storefront system to match detailing and finish of existing, woven fabric awnings to match existing and logo for "Mama Rouge" limited to the valance of two awnings as shown in supplemental drawings dated 22 May 2014. No other sign is proposed under scope of work in this permit application. Proposed additional lamp posts were deleted from this application. Recommend the stain is opaque. No objection to concept design for reconstruction of retaining wall faced in brick and for new vertical board wood fence atop wall as shown in drawings dated 23 May 2014. File new submission at DCRA of construction drawings, including details, dimensions and structural drawings, with permit application for review by the Commission.

Recommend against issuance of permit. Submission materials were not sufficient for review. Retention of existing single glazed French doors, sidelights and basement casement windows on front facade is a more appropriate preservation action.

Recommend against issuance of permit. Proposed site work on front yard, including change of paving materials on walkway, increase of amount of hardscape, and excessive illumination on front yard, is not compatible with the historic district. File new submission at DCRA of a simplified landscape plan for a brick walkway and a bench located on a lawn area, and for the repair/replacement–in–kind of retaining wall, with permit application for review by the Commission.

No objection to issuance of permit for proposed alterations to rear addition and to rear facade of c. 1815 historic building, part of Smith Row, a DC designated historic landmark, as shown in supplemental drawings dated 10 June 2014. Recommend against issuance of permit for the rooftop antennas for Verizon Wireless with enclosures with a brick pattern, as proposed. File new submission at DCRA of detailed and dimensioned drawings for fiberglass enclosure, with material samples, with permit application for review by the Commission.

No objection to issuance of permit for proposed replacement rooftop antenna for Sprint as shown in supplemental drawings dated 28 May 2014 which indicate no increase in the number of antennas per sector, that the antennas in Sectors 1 and 3 will remain screened within stealth cylinders and that associated equipment will be located where it will not be visible from public thoroughfare. Antennas on Sector 2 are not visible from public thoroughfare. No objection to issuance of permit for proposed replacement of aluminum windows on Village C to match profile and dimensions of existing windows as shown in drawings submitted 16 May 2014 provided the color of the windows is a warm white, rather than the proposed beige (to match the color of the stucco). No objection to issuance of permit for proposed repair and replacement–in–kind of masonry elements on Village C as shown in report and on drawings submitted 16 May 2014. No objection to issuance of permit to replace existing picket fence with 6 feet–tall cedar board provided horizontal supports extend along interior (yard) face of fence.

No objection to issuance of permit for proposed 2-story rear addition with basement and alterations as shown in supplemental drawings dated 10 September 2014 which indicate replacement standing seam copper roof to match detailing of existing metal roof, no vents and exhausts on front roof (all to be located on back roof), repair of historic wood windows on front façade and on dormers, only one light fixture between entry doors, metal picket railing at rear, and replacement of brick garden wall with a vertical board wood fence and gate.  Awning and new blade sign were not approved and were deleted from this permit application.  Recommend wood fences and gates are painted or stained with an opaque stain, and that supports are not visible from public thoroughfare.  Note:  Any subsequent modifications to the approved design, including those made during DCRA technical review, must be re-submitted to the Commission for approval prior to issuance of permit.

No objection to concept design for proposed alterations to storefront as shown in drawings dated 16 May 2014. Light fixture hidden in box cornice will be removed as part of the scope of work. Recommend against concept design for alterations to areaway and removal of iron basement stair to be replaced by concrete ramp because of the removal of historic architectural element and the increase in the amount of paving in the front yard.

No objection to issuance of permit for proposed one–story rear addition with flat roof, metal and wood trellis, and wood trim and stucco panel system as shown in supplemental drawings dated 28 May 2014 which conform to recommendations given during concept review. (See OG 14-126). There are no alterations proposed for the rear fence and parking pad as part of this permit application. Note: Any subsequent modifications to the approved design, including those made during DCRA technical review, must be re–submitted to the Commission for approval prior to issuance of permit.

No objection to issuance of permit for proposed non–illuminated sign composed of pin–mounted letters no taller than 11 1/8 inches reading "Kate Spade Saturday" as shown in drawings dated 21 May 2014. No objection to issuance of permit for proposed alterations, including, on front facade: replacement of window sashes with all–wood 1/1 window sashes and replacement of entry doors with four panel wood doors, which are more historically appropriate for the 1892 buildings in this row; and on rear elevation: new window and door openings, with stairs to the rear yard, as shown in supplemental drawings dated 4 June 2014 which indicate rear doors without muntins divisions. No objection to issuance of permit to demolish 1928 one–car garage and build new two–car brick garage with wood doors and metal roof, and brick apron per drawings dated 22 May 2014, provided existing planting areas in rear yard are enlarged. No objection to concept design to replace multi–light windows and doors with one–over–one wood windows per Option 1 in drawings dated 16 May 2014, provided awning is not include, blade sign is smaller and hung near the western edge, and all masonry openings at rear are maintained and stone stairs in front areaway are also maintained. Recommend removal of front balcony with railing. File new submission at DCRA of detailed and dimensioned drawings with permit application for alterations for review by the Commission.

No objection to issuance of permit for proposed blade sign composed of 18 x 18 inches aluminum panel with lettering reading "After Peacock Room" mounted to brick wall at height of transom above entry door as shown in location option 2 using mounting option 1of supplemental drawings dated 22 May 2014. No objection to issuance of permit for proposed installation of a cellular antenna for Verizon Wireless no larger than 12.5 inches–wide x 24 inches–tall x 7.1inches–deep mounted to the facade of the building at the sixth floor as shown in supplemental information dated 28 May 2014 which indicate there will be no exposed cables or RRH equipment visible. Recommend that antenna be painted to match the color of the wall behind it. No objection to issuance of permit for proposed non–illuminated sign composed of letters reading "Calligaris" and logo no taller than 12 inches high pin–mounted to cornice on projecting bay as shown in supplemental drawings dated 27 May and 4 June 2014 which indicate that the decals proposed for the glass on side of bay, which are not appropriate and were not approved, are deleted. Awnings with signs on second floor windows, which are not appropriate to the character of this historic building, and banner on alley were deleted from this permit application. No objection to issuance of permit for proposed banner, shed awning with sign on slope, and door decals as shown in supplemental drawings dated 23 May 2014, which indicate woven fabric of banner will match the fabric of awning. Approval is conditional on the painting of the brick walls on the historic house, and on the new garage, and the garden walls, a consistent uniform color.
