Dear Ms. Hall:

The staff of the Commission of Fine Arts has reviewed the supplemental materials submitted as a condition of the Commission’s approval of the final design of the Phase 2 rehabilitation of the lake and landscape of Constitution Gardens, located on the National Mall in West Potomac Park between Henry Bacon Drive and 17th Street, NW. The staff has no objections to the final design for this project.

With the authority delegated by the Commission at its meeting of 15 February 2024, we approve the final plans for the project, as documented in the materials received and dated 7 March 2024 and 28 February 2024 which were submitted in response to the Commission’s recommendations. The updated plans for Signer’s Island include two open lawn areas on either side of the island that retain outward views and may potentially be used for activities such as a temporary commemorative installation. In addition, the project team has submitted supplemental information describing the selection, detailing, and durability of the wood decking proposed for the Lake Ring in accordance with the Commission’s request.
