Dear Ms. O'Dell:

In its meeting of 19 November, the Commission of Fine Arts reviewed the revised concept design for the refurbishment of the park setting of the John Marshall statue in the between Pennsylvania Avenue and C Street, NW, and approved the concept with the following recommendations.

In their discussion, the Commission members commented on the general heaviness of the design as proposed, recommending the elimination of the wide border on the large inscription slabs, further detailing of the granite benches to reflect their construction, and the possible further reduction of the extent of text. They strongly recommended that a graphic designer be included on the project team to address the challenge of organizing the extensive text panels as well as the Constitutional column. Finally, the Commission members requested further study of visitors' movement through the park and of the impact of lighting, including its lumen levels and its layout in relation to the formal structure of the park.

The Commission offered its congratulations on what they said should prove to be an inviting park. As always, the staff is available to assist you with the next submission.
