Dear Ms. Wright:
In its meeting of 20 October, the Commission of Fine Arts approved, based on its prior review of the submission materials, the final design submission for the reconfiguration of the I-295/Malcolm X Avenue interchange and the construction of a new access road through Shepherd Parkway connecting to the existing on-site access road along the western boundary of the St. Elizabeths West Campus. The Commission members reluctantly approved the submission as an inevitable result of the intensive development planned for the historic St. Elizabeths Campus, and they expressed regret that higher-quality materials are not specified for the facing of the prominent, extensive retaining walls.
The Commission anticipates the successful completion of the project. If there are changes made to the design before the project is completed, please continue to consult with the staff to determine if additional review will be required.
