Recommendation

No objection to issuance of permit for Flour Mill office to residential and retail conversion, per supplemental materials received 30 April 2026, which indicate the the “W” in Washington Flour would be visible on the 1922 mill’s sign; the replacement and infill brick on the 1980 office building would be Glen-Gery Mid Atlantic, Modular, 70% Shenandoah, 20% Antique Red, 10% 50-DD; both the Birch and Buckskin mortar for the replacement and infill brick on the 1980 office building were not supported and the mortar instead should have more gray undertones; on the 1980 office building the infill mortar between the ribbon windows would be Mahogany and not Cocoa; on the 1980 office building the window frame would be Duranar Bronze and the infill panel would be Duranar XL Chocolate; the wood sash window with single glazing would be installed in the 1847 mill; the aluminum-frame windows on the 1922 mill would be Durinar Sunstorm Silver Gray; the Taylor Glacier Gray Wirecut brick proposed for the penthouse of the 1922 mill would have Argos Putty mortar; the penthouse screening on the 1922 building would have pewter colored metal; and the the penthouse screening on the 1847 mill would be dark metal, PROVIDED that a second mockup is completed on-site with the contractor to finalize the color of the mortar for the 1980 office building. Note: Any subsequent modifications to the approved design, including those made during DOB technical review, must be resubmitted to the Commission for approval prior to the issuance of a permit.
