Dear Rev. Gurnee:
In its public meeting of 17 April conducted by videoconference, the Commission of Fine Arts reviewed a concept submission for a new parish center, including the renovation of an existing carriage house and associated site improvements, at St. Joseph’s Church, located at 313 2nd Street, NE (case number SL 25-075). The Commission approved the concept, providing the following comments for the development of the design.
The Commission members expressed appreciation for the design approach, which they characterized as appropriate for this historic campus on Capitol Hill. For the design of the building, they recommended simplifying the treatment of the arched openings and side facades, particularly in the detailing of the brickwork, to achieve a quieter, more refined appearance. For the site, they raised concern about the amount of paving and the minimal planted areas. They encouraged the early development of a stormwater management plan, noting that stringent local requirements could necessitate changes to the proposed site design; they recommended creating a more robust, shady landscape with in-ground plantings rather than raised planters to mitigate the effects of the extensive hardscape. For the drive aisles, they suggested careful study of paving details to ensure long-term durability.
