No objection to issuance of permit for proposed construction of new in–fill house at The Cloisters, as shown in supplemental drawings received and dated 16 December 2002 which indicate detailing matching that found in adjacent Residentials, a flat cornice treatment at the gable, and a window well limited to the three windows in the front bay. Working drawings conform to approved concept design. See previous Recommendation (OG 02-295). Note is made that permit application is pending final zoning review. No objection to concept design for proposed two–story 5'–6" addition to rear as shown in supplemental drawings received and dated 25 November 2002 which indicate alignment of windows on first and second floor levels on rear facade. No objection to concept of removal of existing rear addition. File new submission of working drawings, including details, with permit application for review by the Commission when ready.

No objection to concept design for proposed alterations to storefront, including new storefront, new window openings within gallery corridor and at rear alley facade, and sign band at 3110 M, and for new storefront within gallery corridor and new sign band with a projecting sign at 3112 M, as shown in Alternate E of supplemental drawings received and dated 26 November 2002, PROVIDED single projecting sign is used and does not project more than existing sign. No objection to issuance of permit for proposed sign composed of individually–mounted letters no taller than 6 3/4 inches high reading "Kate Spade New York." Note is made that permit application is pending final zoning review. Any modifications to the approved design as a result of further review in the permit process must be submitted to the Commission for approval.

No objection to issuance of permit for proposed alterations to vestibule floor within arcade, including in–filling of atrium and removal of railing and glass display box. Note is made that permit application is pending final zoning review. Recommend AGAINST issuance of permit for existing replacement windows which, as installed, introduce a new additional frame into existing frame, a detail that is inappropriate to the character of the historic building. Recommend removal of replacement windows and replication of original windows. File new submission of working details, with permit application to address other issues built not according to approved design, for review by the Commission when ready. No objection to issuance of permit for proposed alterations to rear facade, including stucco finish, new fenestration, bay window, doors, stairs and dormer, as shown in supplemental drawings received and dated 2 January 2003 which indicate a smaller dormer with a compressor relocated on roof away from windows. Note is made that permit application is pending final zoning review. Any modifications to the approved design as a result of further review in the permit process must be submitted to the Commission for approval.

No objection to concept design for alterations to storefront which, as proposed, will retain historic cornice and detailing. Recommend further study of detailing of framing for projecting bay windows. File new submission of working drawings, including details, with permit application for review by the Commission when ready.

Returned without Action. Submitted materials and a site visit of 4 December 2002 indicate that proposed alterations including raised roof and new chimney flues will not be visible from public thoroughfare. Refer to the Historic Preservation Review Board.

No objection to concept design for proposed revisions to approved design for existing canopy at Citronelle to be replaced by a projecting awning supported by angled 1" tubes to the wall above awning.

No objection to concept design for proposed alterations, including two–story rear addition, alterations to front windows and addition to second floor at rear as shown in supplemental drawings received and dated 4 December 2002. Recommend submission of more information on the location of proposed walls for the front court.
