Old Georgetown Appendix: CFA Meeting — 15 March 2012

The Commission regrets that the original concrete with exposed aggregate steps were refaced without review or permit. No objection to issuance of permit for re-facing concrete steps with bluestone provided bluestone on south wall is no more than 1/2" in front of the brick wall and metal railing with straight pickets is installed; addition of one course of brick at planting bed is approved.

No objection to issuance of permit for two proposed awnings above storefronts with entry doors and for proposed sign scheme composed of lettering limited only to the valance reading 'Comfort One Shoes' and 'Mephisto' as shown in supplemental drawings dated 16 February 2012 which indicate all attachments of the awning frame at the wood fascia of the storefront and no attachments to the wall through the metal panels. The awning at the center storefront and the perforations through the metal panels were not approved and were deleted from this permit application. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.

The Commission regrets that the rear yard was enclosed prior to review and approval. Proposed application for rubber membrane gable roof with skylights is not a compatible alteration in terms of roofing materials. Recommend against issuance of permit for rubber membrane roof as proposed.

No objection to issuance of permit for proposed alterations, including French doors on side wall, reconstruction of chimney, removal of shutters, light fixtures, rooftop mechanical equipment (provided it is located where it will not be visible from public thoroughfare) and replacement of windows with Pella 2/2 all-wood double hung windows with 1 3/4 inch true-divided-lite muntin and half screens as shown in supplemental drawings dated 12 March 2012 which indicate basement casement windows with true-divided-lite vertical muntin. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.

No objection to issuance of permit for proposed partial demolition, alterations and additions as shown in supplemental drawings dated 12 March 2012 which indicate repair of existing standing seam metal roof, solid cast stone steps on front stairs (rather than cladding which was not approved) with staggered joints, 18-ft width of alley, use of permeable pavers on terraces, reconstruction of brick garden wall along east property line, only one manhole for water meter vault on sidewalk, unification of the design of the garden walls with stone (stone facing was not approved), elimination of up-lights on landscaping, and use of half-screens on windows. New skylights must not be visible from public thoroughfare. Erect a mock-up of the skylights and the garden stone walls for review by the Old Georgetown Board prior to ordering materials. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.

No objection to issuance of permit for proposed replacement of standing seam metal roof with painted (slate grey) 24 gage steel roof with traditional detailing to match existing, including hand-crimped seams and ridge as shown in supplemental information dated 12 March 2012. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.

No objection to the issuance of permit for proposed removal of asbestos shingles real slate. Use of synthetic slate on the front slope of the roof is not appropriate to the historic district, was not approved and was deleted from this application. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.

The Commission regrets that the standing seam metal roof on the 1949 building was removed and replaced with an asphalt shingle roof prior to review or permit. No objection to the issuance of the permit for the replacement roof due to the limited availability of terne roof and that other houses of the similar age in the immediate neighborhood already have asphalt shingle roofs. Recommend gutters, fans and vents are painted flat black. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.

No objection to issuance of permit for proposed alterations, including replacement folding garage doors, removal of mural and new masonry openings, as shown in supplemental drawings dated 14 March 2012 which indicate elimination of exposed ductwork, which is not appropriate to the historic district and was not approved; screened rooftop mechanical equipment, removal of exterior cables and conduits and new light fixtures. File new submission of detailed and dimensioned drawings for sign scheme with permit application for review by the Commission. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.

No objection to issuance of permit for proposed replacement sign with lettering no taller than 9 inches high reading 'Stachowski Market' as shown in supplemental drawings dated 16 February 2012 PROVIDED rolling security grille at entry door is removed no later than 30 September 2012. File new submission of detailed and dimensioned drawings for hinged iron security door with permit application for review by the Commission. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.

No objection to issuance of permit for 12" tall wood board with 'Cafe tu o tu EXPRESS' in 8" tall acrylic letters.

No objection to issuance of permit for proposed alterations, including replacement of roof on pediment with slate; replacement windows using 1/1 wood windows with half screens, single light transom above door, and casements at basement level; and replacement-in-kind of flat roof and skylights as shown in supplemental drawings dated 23 February 2012. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.

No objection to issuance of permit for white vinyl coated aluminum substrate sign panel with letters no taller than 8" reading 'Spices & Teas' as shown in supplemental drawings dated 9 March 2012.

No objection to issuance of permit for proposed alterations to rear, including replacement balcony at second floor level and lattice work at rear of garage as shown in supplemental drawings dated 17 February 2012 which indicate pattern of lights on windows and doors with a vertical muntin. One-story rear addition of bay at first floor level was eliminated from the concept design. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.

No objection to concept design for proposed sign composed of back-lit pin-mounted letters no taller than 12 inches high reading 'Georgetown Business Center' as shown in Option B of supplemental drawings dated 16 February 2012 which indicate placement of sign above first floor windows. File separate submission of detailed and dimensioned drawings with permit application for review by the Commission.

No objection to issuance of permit for proposed alterations, including new handicapped access door at corner; film applied to corner door and to the lower part of show windows; sign scheme composed of blade sign, back-lit pin-mounted letters no taller than 12 inches reading '7-Eleven' and only one logo per masonry opening as part of applied film branding; and replacement rooftop mechanical equipment as shown in supplemental drawings dated 14 March 2012. Existing awning, signs, and exposed pipes will be removed as part of this work. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.

No objection to concept design for proposed sign scheme composed of back-lit pin-mounted logo and lettering no taller than 12 inches high reading 'sunglass hut' and for alterations to storefront as shown in Option B of supplemental drawings dated 16 February 2012 provided projecting sign, which was not approved, is eliminated. Banner was deleted from this application. File new submission of detailed and dimensioned drawings with permit application for sign and alterations for review by the Commission.

No objection to general concept for proposed additions to garage building, mower house, and administrative building, as well as new 1-story building at entry gate per the Master Preservation Plan dated 16 February 2012. File new submission of concept drawings with concept application for each proposal for review by the Commission.

No objection to issuance of permit for proposed alterations, including removal of brick stoop, new wood gate, and repair and replacement of wood siding as needed as shown in supplemental drawings dated 8 March 2012. Recommend further investigation to determine historically accurate siding. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit. Note that the Foundation for the Preservation of Historic Georgetown holds an easement on this property.

No objection to issuance of permit for proposed partial demolition and alterations to garage at rear alley, including extension of foot print to the property line and a gable roof with a ridge line no taller than 15 ft high as shown in supplemental drawings dated 8 March 2012 which indicate a 7'-6" high wood paneled sliding doors. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit. Note that The L'Enfant Trust holds an easement on t his property.

No objection to issuance of permit for proposed reconstruction of three chimneys to match existing. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.

No objection to issuance of permit for new metal railing and brackets at central balcony on front elevation per supplemental drawings dated 8 March 2012.

No objection to issuance of permit for proposed partial demolition of rear additions and new 2-story rear addition as shown in supplemental drawings with revised design dated 22 March 2012 which indicate a shorter hyphen, reconstruction of quoins at the corners of the historic building, relocation of gate on driveway to be closer to the front of the building, and use of half screens. Proposed mechanical equipment on roof must be located where it will not be visible from public thoroughfare. Previously proposed basement excavation/addition was eliminated from this revised design (see case OG 11-069). Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.

No objection to concept design for new brick wall and two new window openings on west elevation, provided that new HVAC equipment on main roof is relocated to roof of ell. Erect full-scale mock-up of up-light fixture for green screen at rear for review by the Old Georgetown Board prior to final installation. Roof-top mechanical equipment must be located where it will not be visible from public thoroughfare to be demonstrated by flag test prior to installation. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.

No objection to issuance of permit for proposed two-story rear addition with two-story open porch as shown in supplemental drawings dated 21 March 2012 which indicate traditional construction and detailing for rear porch, landscaped beds between porch and parking at rear, and Pella all-wood (mahogany) insulated 6/6 double-hung windows with no screens provided simulated-divided-lites have spacer bar between the glass. Recommend half-screens be used if needed. Recommend selection of pervious pavers for the parking pad and walkways.
