Dear Mr. Hanlon:
In its public meeting of 16 July, the Commission of Fine Arts reviewed a second concept design
for a new stadium to be constructed on the former site of the Robert F. Kennedy Stadium, located along the Anacostia River at 2400 East Capitol Street, SE. In expressing its strong support for the proposal, the Commission approved the concept submission for the stadium only, and provided the following comments for the development of the design.
While the Commission members expressed appreciation for the refinements to the design, including the introduction of a new balcony providing spectators with an opportunity for long views to the U.S. Capitol and the Washington Monument, they recommended further design development of the proposed east and west entrance portals. Recognizing the importance of this site on axis with the major monuments of the national capital, they suggested studying traditional American collegiate and professional sports stadiums as inspiration in creating visually substantial entrance portals that are more befitting a stadium located at the terminus of East Capitol Street. Noting that the likely display and proliferation of flags, banners, and signage on the stadium will have a great impact on its appearance and the character of its urban setting, they requested that the next submission provide a clear and realistic presentation of these elements. Finally, the Commission deferred any commentary on the proposed urban design framework, including the placement of parking structures and other amenities in this neighborhood, and requested the submission of the Robert F. Kennedy Redevelopment Master Plan for review in the future.
The Commission commends the District of Columbia and the Washington Commanders for their vision in returning the stadium to this site and looks forward to further review of this important project. Please continue to consult with the staff which, as always, is available to assist you.
