Dear Ms. Kershbaum:

In its public meeting of 18 January conducted by videoconference, the Commission of Fine Arts reviewed a revised concept submission for the installation of pedestrian safety barriers on the William Howard Taft Bridge, which carries Connecticut Avenue above the Rock Creek valley. Expressing appreciation for the additional studies prepared in response to its previous comments, the Commission approved Option 3A for the barrier system, along with alternative 2A for the top railing, and provided the following comments for the development of the design.

The Commission members characterized the revised design as an elegant solution; they observed that Option 3A will most closely recreate the original profiles of and hierarchy among the masonry pier elements. However, they expressed concern that the transition to the proposed lower height of the top railings in the bays immediately behind the four lion sculptures at each end of the bridge would appear too abrupt; instead, they recommended exploring alternatives, such as using a cyma curve for the railing in the second bay to create a graceful transition. Finally, they strongly recommended that the previously reviewed Option 2 for the safety barriers—a system of wire mesh supported by metal stanchions—be eliminated from further consideration.

The Commission looks forward to further review of this prominent public project. Please coordinate the next submission with the staff which, as always, is available to assist you.
