Consent Calendar: CFA Meeting — 21 July 2011

No objection to the proposed placement of a modular building to the north of the existing Ellipse Visitor Pavilion, as shown in materials received and dated 6 July 2011, to serve as the temporary visitor center during the rehabilitation of the White House Visitor Center (WHVC) located within the Department of Commerce building. The modular building will be removed and the site restored as soon as the rehabilitation of the WHVC is completed in the first quarter of 2013.

No objection to the final plans including specific individual locations for each building identification sign as shown in materials received and dated 7 July 2011. Project conforms to previously approved concept design and to the recommendations of the Commission. Refer to DC Historic Preservation Office.

No objection to the revised concept design for the new visitor center and the reconfiguring of the main entrance plaza as shown in materials received and dated 6 July 2011. Revised design responds to the previous recommendations of the Commission.

No objection to the proposed master plan amendment (#2), as shown in materials received and dated 7 July 2011. The amendment #2 modifies the previously reviewed master plan (CFA 21/FEB/08-1) and conforms with the previously reviewed concept plan for the proposed addition to the H. Carl Moultrie Courthouse (CFA 21/APR/11-3).

No objection to the final design for alterations and additions to the Sheridan Building (Bldg #17), including the addition of a new elevator tower and the enlargement of of four existing window openings, as shown in materials received and dated 1 July 2011.

No objection to the concept and final design for the proposed building perimeter security barriers and landscape modifications, as shown in materials received and dated 7 July 2011.

No objection to the proposed building modifications to install a rooftop distributed cellular antenna system, as shown in materials received and dated 7 July 2011.

No objection to the proposed installation of a rooftop photovoltaic system, as shown in materials received and dated 7 July 2011.

No objection to the proposed building modifications to install a rooftop solar domestic hot water system, as shown in materials received and dated 7 July 2011.

No objection to the proposed building modifications to install a rooftop solar domestic hot water system, as shown in materials received and dated 7 July 2011.

No objection to the proposed building modifications to the Central Heating and Refrigeration Plant and site locations for the installation of six temporary emergency boilers with exhaust stacks, as shown in materials received and dated 7 July 2011, provided that all building modifications are reversible and restored after the temporary exhaust stacks and boilers are removed. This installation will be in place for no more than five years.

No objection to the concept design for a replacement cover for the areaway at the front of the WMATA headquarters building, as shown in materials received and dated 1 July 2011.

No objection to the final design of a new skateboard park to be located on the existing parking lot northwest of the intersection of East Capitol and 22nd Streets, as shown in materials received and dated 23 June 2011. Project conforms to previously approved concept design.

No objection to the proposed final design for the park and playground rehabilitation, as shown in materials received and dated 7 July 2011.

No objection to the proposed plans for the partial renovation (Phase 2) of the former Bertie Backus Junior High School for the Community College of the District of Columbia, as shown in materials received and dated 7 July 2011 and in final plans received and dated 20 July 2011. The Commission recommends Option 1 for the location of the monument sign. Project conforms to details of previously approved submission for Phase 1 of the building renovation. Final approval is conditional on the submission of the construction documents. Refer to the D.C. Historic Preservation Review Board.

No objection to the proposed concept design for building and site alterations and modifications to convert the existing Margaret Murray Washington School building to a senior living facility, as shown in materials received and dated 6 July 2011.

No objection to the proposed replacement windows and doors for the Rabaut Junior High School, as shown in materials received and dated 7 July 2011. - Final approval is conditional on the submission of the construction documents.

No objection to the concept and final design for the renovation of the Hart Middle School, including the addition of an accessibility ramp, as shown in materials received and dated 20 June 2011.

No objection to the proposed replacement windows and doors, and rooftop mechanical equipment for the Birney School, as shown in materials received and dated 28 July 2011.

No objection to the proposed concept design for the modernization of and alterations to the Moten Elementary School as shown in materials received and dated 6 July 2011. Final approval is conditional on the submission of the construction documents.

No objection to the concept design for the proposed alterations and additions to the existing historic Harrison School building for the Meridian Public Charter School, as shown in materials received and dated 6 July 2011.

No objection to the concept and final design for the proposed building renovation and addition to the Bald Eagle Recreation Center, as shown in materials received and dated 12 July 2011.

No objection to the proposed final plans for the addition of a canopy above the vehicular screening station on North Perimeter Road at the Blue Plains Wastewater Treatment Plant, as shown in materials received and dated 12 July 2011.

No objection to proposed scheme for lighting as demonstrated for inspection on July 19, 2011; suggest adjustments for final installation: 1) reduce brightness of lighting on torso of statue in relation to head; 2) mask sideways spill of side lighting illuminating the inner walls of Mountain of Despair which is distracting as seen from interior of memorial; and 3) dim substantially or eliminate the accent lights under the side walls of the entry court and beneath trees in planters to avoid visual competition with central memorial elements. No objection to proposed 6-inch by 6-inch Mt. Airy granite paver or standard cast-in-place concrete crosswalk.
