The Commission regrets that signs and light fixtures were installed prior to review and without a permit. Recommend AGAINST issuance of permit for existing sign, which is taller than 12 inches high, and for existing light fixtures, which are inappropriate to this location. Recommend a sign composed of black letters no taller than 12-inches high. Existing signs, and light fixtures must be removed no later than 31 May 2009. File new submission of permit application for sign for review by the Commission when ready.

Note: The scope of work reviewed under this application is limited to the underground utilities work as shown in supplemental drawings dated 4 March 2009. No objection to issuance of permit for proposed utilities and storm water management work under parking lot in coordination with construction of new grocery store building under separate permit review. See case OG 09-078.

The Commission regrets that removal of brick on front facade was initiated prior to review or permit. No objection to issuance of permit for proposed replacement of face brick with new brick combined with salvaged re-usable original brick. New brick will match dimensions of historic brick as shown in sample labeled 'Purington Paver' submitted 23 February 2009. Mortar joint composition and dimensions must match original coursing for the tooth-in of the bricks. Recommend AGAINST the installation of shutters on the front facade. Existing satellite dish on roof must be moved to a location where it will not be visible from street.

Recommend AGAINST issuance of permit for banner at second floor of M St facade as proposed, which is inappropriate to the historic district. Existing "Open" neon sign behind second floor window installed without review or permit must be removed no later than 30 April 2009.

No objection to issuance of permit for proposed repair and retention of window units with option to replace window sashes with reproduction single-glazed true-divided-lite 6/6 wood window sashes only when existing one cannot be repaired. Reproduction windows must match detailing of existing windows. Recommend nailed-on shutters which are not appropriate to the historic district be removed as part of this project. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.

No objection to issuance of permit for proposed alterations as shown in supplemental drawings dated 23 March 2009, which indicate single-hung insulated wood windows with simulated-divided-lites, French door only at center opening on second floor, wood entry door, metal brackets for balcony, and brick stoop. New window heads, door heads, trim, 7/8 inch muntins and cornice details must match profile and dimensions of details of adjacent house. Second floor windows must align with sills and heads of windows on adjacent building. Decorated head on windows on side and rear walls should be deleted. Existing sign panel, alterations to balcony, light fixtures at second floor, speakers and satellite dish, installed without review or permit, were not approved and must be removed no later than 31 May 2009. Tables, chairs and umbrellas on balcony were not approved. Existing gas light fixtures will be replaced with smaller electric fixtures. File new submission of detailed drawings for sign with permit application for review by the Commission when ready.

No objection to concept design for proposed replacement of windows on front of bay with insulated double-hung 2/2 true-divided-lite wood windows with 1 3/4-inch muntins. Recommend 1/1 windows be used at rear facade rather than proposed casement windows. File new submission of working drawings, including details and dimensions, with permit application for review by the Commission when ready.

No objection to issuance of permit for alterations to existing entrance with concrete portal, canted curtain wall with Viracon glass 40% dot, flat-seam zinc roofing, and new mechanical, historic bank building to have new zinc roof with 1" standing seams, as shown in supplemental drawings dated 18 March 2009. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.

No objection to issuance of permit for proposed new building for Safeway grocery store and parking garage structure to replace existing building which is not contributing to the historic district. Erect a material samples panel, on site facing south, for review by the Commission when ready. File new submission for signs for first floor retail with separate permit application for review by the Commission when ready. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.

No objection to issuance of permit for proposed temporary construction trailer; for temporary chain link construction fence covered with scrim, except for the distance facing the British School which will have vinyl slats, and for one sign facing Wisconsin Avenue only as shown in supplemental drawings dated 26 February and 27 February 2009. 'Pharmacy Open' sign was deleted from this permit application. The fence is in coordination with construction of new grocery store building under separate permit review. See case OG 09-078.

No objection to issuance of permit for one logo sign panel with back-lit lettering no taller than 7 inches high reading 'The North Face' as shown in supplemental drawings dated 11 March 2009. Panel must be attached to the mortar joints on limestone wall near entrance doors. Second sign box facing east was NOT approved and was deleted from this permit application. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.

No objection to issuance of permit to repair and restore sagging polygonal projecting bay on front of house as shown in information received 19 and 23 February 2009.

No objection to issuance of permit for 3 x 3-ft non-illuminated sign reading 'Edward Jones Investments' placed right above door to second floor as proposed on supplemental drawings dated 20 February 2009. Sign to be attached to mortar joints. Recommend box above door be removed, and building painted a more appropriate color to remove mural on side wall. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.

No objection to issuance of permit for proposed alterations, including replacement basement door and first floor light fixtures, and removal of light fixture, vents, shutters at door, and metal gate at basement as shown in supplemental drawings dated 11 March 2009. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.

No objection to issuance of permit for proposed two-story rear addition and for replacement front door and garage door as shown in supplemental drawings dated 12 March 2009, which indicate electric meter relocated to the interior and gas meter will remain inside garage. Note is made that the L'Enfant Trust holds an easement on this property. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.
