Recommend the preferred alternative for the proposed mesh infill at the existing outside handrails on the upper stairs, and recommend, for the observation deck railings, that the guardrails be reconfigured to match the existing pickets with a four-inch spacing, which will better replicate appearance of their original configuration. For the proposed future work, recommend the preferred alternative to add mesh to the gates, the existing hoppers, and to add mesh infill at the railings.
