A cooperative effort between the CFA and the National Capital Planning Commission, the Framework Plan was completed in 2009 and proposed ways to transform areas adjacent to the National Mall by creating sustainable and vibrant settings for new commemorative and cultural facilities. The proposed transformation of utilitarian areas adjacent to the Jefferson Memorial to festival grounds could provide an alternative to intensive programming on the Mall, still within sight of major monuments. The CFA most recently reviewed the plan in March 2009.
