Old Georgetown Appendix: CFA Meeting — 19 April 2012

No objection to issuance of permit for replacement of 9/9 windows on front facade which are not original to the historic building with single-glazed all-wood 6/6 windows with true-divided-lites with 7/8 inch muntins and interior storms as shown in supplemental drawings dated 17 April 2012. No objection to the use of double-glazed insulated windows with simulated-divided-lites on the side and rear (alley) facades. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.

No objection to issuance of permit for proposed replacement of rooftop antennas and new antennas and equipment for Sprint, with stealth screening as shown in supplemental drawings dated 4 April 2012 and photo images dated 11 April 2012, PROVIDED antennas and stealth screening are installed at the same time. Existing and proposed sled-mounted antennas will have cylindrical stealth screening painted light gray to match previous installation by AT&T (see case OG 11-025). Proposed antenna mounted to penthouse wall and equipment (mounted as low as possible on wall) will be painted to match the colors of the brick wall behind. No objection to new cabinet which will replace existing one. Recommend removal of empty mounting rod remaining on penthouse wall. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit. The Commission encourages the Board of Gateway Georgetown to work with other service providers with antennas on the roof to screen existing antennas in a similar fashion.

No objection to concept design for removing two steps at central entrance and installing new doors replicating details of original doors with elongated top panels per drawings dated 8 March 2012 provided existing doors are maintained and preserved as historic artifacts by the church.

No objection to issuance of permit for new 6/6 wood windows on first two floors and rear addition and matching 6/6 aluminum windows for typical upper stories and 3/3 aluminum windows at top floor, new penthouse and roof deck with trellis and lights, and stone entrance surround with glass canopy per supplemental drawings dated 24 April and 1 May 2012. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.

The Commission regrets that the 2-story rear addition and basement extension into the rear yard was completed prior to review or permit. Recommend AGAINST issuance of permit for two-story rear addition and extension of basement which, as completed, are not appropriate to this historic building and are out of character with the immediate context in the historic district. Recommend development of a concept design for a one-story rear addition of wood construction to resemble an enclosed porch similar to the rear addition at the adjacent property at 1656 33rd St.

The Commission regrets that the original wood siding and studs at the front elevation of the house were removed without review. Recommend AGAINST issuance of permit for hardi-plank siding and synthetic trim. Submission conforms to approved design under case OG 12-071. The Commission regrets that the wall mounted sign and the pole mounted sign were installed prior to review or permit. No objection to issuance of permit for existing signs which replace previous signs of the same dimensions in the same locations, PROVIDED listing of web-site is removed and pole-mounted sign is affixed to avoid swing. No objection to issuance of permit for proposed skylights on rear slope of metal roof as shown in supplemental information dated 27 March 2012 which indicate flat skylights with minimal curb. No objection to issuance of permit for solar panels on main roof provided they are not visible from R or 32nd Streets, new screened porch, relocated condenser units at grade, and side door per drawings dated 16 March 2012. No objection to issuance of permit for 12"x12" bronze memorial plaque for west elevation of church at garden level, per drawings dated 16 March 2012.

No objection to issuance of permit for proposed replacement of windows on this 1961 building with WeatherShield all-wood insulated windows with 5/8 inch simulated-divided-lite wood muntins to match pattern, configuration, profile and details of existing windows PROVIDED the track for the upper sash is covered with wood for a single-hung installation the jamb is painted the same color as the window as shown in supplemental information dated 20 March 2012. Recommend use of half-screens only, if any. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.

Recommend AGAINST issuance of the permit for re-paving of the front side yard and the rear parking pad on concrete slabs as proposed. Recommend use of permeable pavers on a sand and gravel setting bed on both locations. In addition, recommend development of a more appropriate entry way on the side yard with a refined pattern for the pavers and the installation of a gate. File new submissions of detailed and dimensioned drawings for a revised design for the paving with permit application for review by the Commission.

No objection to issuance of permit for pinmounted non-illuminated acrylic letters approximately 6"-tall reading 'Edible Arrangements' above entrance per supplemental drawings dated 5 April 2012, without Registered Trademark ® sign per Old Georgetown Board OGB policy.

No objection to issuance of permit for repairing existing projecting bays, doors, and transoms, and tin ceiling sign scheme for 'ShopHouse,' and for new rear addition per supplemental drawings dated 18 April 2012. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.

No objection to issuance of permit for proposed sign scheme composed of back-lit letters no taller than 12 inches high reading 'Flor' and blade sign as shown in supplemental drawings dated 29 March 2012 which indicate light source and electric conduits will not be visible. Internally-illuminated sign is not appropriate to the historic district and was deleted from this permit application. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.

No objection to issuance of permit for proposed back-lit sign composed of pin-mounted letters no taller than 12 inches high reading 'Georgetown Business Center' as shown in supplemental drawings dated 26 March and 29 March 2012 which indicate light source and electric conduits will not be visible. Internally-illuminated sign is not appropriate to the historic district and was deleted from this permit application. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.

Returned without Action. Submitted materials and a site visit of 20 March 2012 indicated that the proposed skylights will not be visible from a public thoroughfare. Refer to Historic Preservation Review Board. Any revisions to the design and scope of the project as proposed in the drawings dated 16 March 2012 must be re-submitted to the Commission to reconfirm no visibility from a public thoroughfare.

No objection to concept design for new four story residential and commercial structure with below grade parking per drawings dated 23 March 2012 provided further study of height of stone along canal elevation and size of garage door opening along alley is undertaken. File separate submission of detailed and dimensioned drawings with permit application for review by the Commission.

Recommend AGAINST issuance of permit for proposed addition of pre-fabricated temporary structure into the open space separating the historic Little Tavern building from the larger structure to the west. As proposed, the shed would adversely impact the facades of both structures as they turn the corner into the space. A temporary wood shed on M Street is not appropriate to the character of the historic district.

No objection to general concept design for new gate and piers, recommend simplifying design and maximizing planting bed. File separate submission of detailed and dimensioned drawings with permit application for review by the Commission.

No objection to issuance of permit for proposed alterations to the storefront and sign scheme composed of back-lit pin-mounted letters no taller than 12 inches high reading 'Sunglass Hut' and logo as shown in drawings dated 16 March 2012 which conform to approved concept design. See previous recommendation under case OG 12-134. The two existing light fixtures and exposed electric conduit below the second floor window sills will be removed as part of this project. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.

No objection to general concept design for reconfigured entrance surround with new stone threshold, 7/0 door, and 3-light transom, new chimney fans, as well as enlarged garage per drawings dated 29 March 2012. File separate submission of detailed and dimensioned drawings with permit application for review by the Commission.

No objection to issuance of permit for wood 6/6 single-glazed windows, rear shed dormer, lead coated copper roofing, new door on south elevation, new wood gate, re-pointing and tie rods with stars as required per drawings dated 29 March 2012. Re-roofed gable dormers are not to exceed the existing width. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.

No objection to general concept design for two-story rear addition with the recommendation to eliminate the extension to the east of the second floor wall and to locate the mechanical equipment where it will not be visible from public thoroughfare or adversely impact on the adjoining properties. File new submission of working drawings, including details, dimensions, and location of mechanical equipment for review by the Commission.

No objection to issuance of permit for relocating existing rooftop HVAC unit and adding new unit per drawings dated 16 March 2012. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.

No objection to issuance of permit for new brick garden wall and two new wood 6/6 windows on west elevation, provided that the HVAC equipment on the main roof is relocated to the roof of the ell per drawings dated 22 March 2012. No objection to issuance of permit for altering existing chimney and new wood windows on west elevation per drawings dated 16 March 2012. No objection to concept design for two-story, glazed rear addition per drawings dated 22 March 2012 provided garden paving is set on pervious substrate. File separate submission of detailed and dimensioned drawings, including existing conditions, with permit application for review by the Commission.

No objection to issuance of permit for proposed replacement of vinyl windows with WeatherShield all-wood insulated windows with 7/8 inch simulated-divided-lite wood muntins, which will approximate more closely the appearance of the original windows, as shown in supplemental drawings dated 13 April 2012. Windows must be sized to fit original masonry opening. Cap over existing brick mould and frame will be removed and the original wood fabric repaired or rebuilt to match details and profile of existing. Recommend use of half-screens only. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.

Recommend AGAINST concept design for sign scheme as proposed. Recommend development of a sign scheme including a single line of small pin-mounted or affixed letters by the entrance door, and a back-lit sign reading 'SuitSupply' mounted so that there are no penetrations onto the lintel above the storefront. File a new submission of working drawings, including details and dimensions, with permit application for review by the Commission.

No objection to issuance of permit for proposed replacement of windows with Jeld-Wen Custom Line 2/2 single pane all-wood windows with a 1 3/4 inch wide true-divided-lite wood muntin as shown in supplemental drawings dated 19 April 2012 PROVIDED half-screens, if needed, are used. The simulated-divided-lite options were not approved and were deleted from this permit application. Note: Any subsequent modifications to the exterior design made during DCRA technical review must be re-submitted to the Commission for approval prior to issuance of permit.
